New psychometric instruments or revised versions of existing scales
Longitudinal, predictive, or mechanistic research

Open Invitation to Co-Design Research Methodology

"We welcome all academic partners to propose modifications, enhancements, or redesigned methodologies that align with their scholarly aims. Whether the goal is psychometric validation, randomized controlled trial design, qualitative theory-building, or public health impact evaluation, Voice Up is fully open to methodological adaptation, co-development, and shared innovation."

This flexibility includes, but is not limited to:

Adding or replacing validated scales
Embedding experimental modules
Developing campus-specific or population-specific versions
Implementing A/B testing or factorial designs
Structuring longitudinal follow-up protocols
Integrating biometric or behavioral digital markers (as appropriate)
Incorporating cultural contextualization for different global regions
Co-authoring manuscripts, conference papers, and grant submissions

Founder Bio — Art Fuller, M.Ed., MPH/DHSc (Candidate)

Founder, Voice Up | Principal Investigator (SAMHSA CCBHC & US DOE Grants) | Senior Behavioral Health & Education Leader

Art Fuller is an experienced behavioral-health executive, education leader, and social-innovation founder with over 30 years of combined expertise across Pre-K–12 education, higher education, and mental and behavioral health. He currently serves as a C-Suite executive for a CCBHC Demonstration Pilot Site, in a major behavioral health organization, where he is also the Principal Investigator for two federally funded SAMHSA Certified Community Behavioral Health Clinic (CCBHC) grants (H79SM086934 and H79SM093212). Under his leadership, all federal grant objectives have been successfully met.

Art previously founded and led for 9 years a community based nonprofit, growing the organization from a startup into a system recognized nationally by the Bill & Melinda Gates Foundation and as a Reward School (top 5% statewide in academic growth). He also served seven years at a State Board of Education as a research associate and fiscal policy officer, where he authored the state's annual Basic Education Program reports for legislative and executive leadership. During this time he was responsible for reconciling the state education funding formula for education impacting over 900,000 students.

Working after hours he is the founder of Voice Up, a global purpose-development and wellbeing innovation launched in 2024, and author of Voice Up: Your Pathway to Purpose (2025). Art is completing a dual MPH/DHSc degree (expected May 2026), with research focused on youth agency, purpose formation, and community-driven wellbeing models. His career centers on designing equitable, scalable systems that elevate human potential—especially among historically underserved populations.
